A 40-year-old New Kent County man was driving a 2013 Ford 150 pickup west on Richmond when he struck Smith, Assistant James City County Police Chief Tony Dallman wrote in a news release.
Smith died at the scene.

Jule Smith, who lived in the 8000 block of Richmond Road, was riding his bike at about 8:50 p.m. on Richmond Road, just west of Anderson’s Corner and the intersection with Barhamsville Road.
Feel free to drop condolences messages and prayers for the family and friends of the deceased as it will go a very long way at this difficult time of theirs.
Dallman said the pickup had a green light at Richmond and Barhamsville roads, with the truck striking Smith after making it through the intersection.
“It was difficult to tell from the investigation last night exactly where the bicycle was going to or coming from,” Dallman said. The pickup driver, he said, wasn’t “conclusive” on that point.
Smith was not wearing a helmet, Dallman said. The westbound lanes of Richmond Road were blocked for two hours for the accident investigation.
